Pathfinder 1e had a feat that made a tiefling's tail prehensile and usable as a 3rd hand. Given that earlier 5e rules basically made wings capable of flight the equivalent of a legacy, I would not see any issue with homebrewing a prehensile tail capable of gripping items into either a legacy or a general feat.
