I was wondering if the cost of the bundle adjusted based on if you already own some of the content within it?
I have already bought the PHB and Xanathar's separately, so am I essentially buying them again?

the price of the Legendary Bundle is reduced by the amount you have already spent on content.
If you've spent $29.99 on a Player's Handbook, then the price of the Legendary Bundle will reduce by $29.99 accordingly.

To elaborate, if you bought a 30$ book for 15$, the price of the legendary bundle will reduce by the 15$ you have paid.
