Changelings are fully available, due to being published recently via Unearthed Arcana (they are also found in the Wayfarer's Guide to Eberron).
When you create a character, make sure to check the "Playtest Content" toggle to on, on the character options page.
The Artificer class is from old Unearthed Arcana, which is archived (not current) playtest rules, so is not found on D&D Beyond. This is true for all Unearthed Arcana content prior to 1st January 2018.
However, the updated version of the Artificer is due to be published in February 2019 via Unearthed Arcana and should be available on D&D Beyond a week after the Unearthed Arcana article is published.
Unearthed Arcana are only available on D&D Beyond if they are "active."
UA that were released prior to 2018 are no longer active and are not included. If the UA was intended for a full book that was released, then it is no longer active, even if the UA content did not make the cut.
The Artificer UA is prior to 2018, and so is not here. However, an updated Artificer UA is coming this February, and should make its way here shortly after.
The Changeling UA is no longer active as it was released in the Wayfinder's Guide to Eberron. You will need to either purchase the book, the race package in that book, or at least that specific race. The Wayfinder's Guide to Eberronis also technically playtest material, however purchase of the full book grants you access to both the current playtest and the future final release.
I'm not familiar myself if there were any changes between the official or the UA race, but you can recreate the UA race as a homebrew as a free alternative. That option isn't there for the Artificer class, but again, it is coming back.
