INT measures reason and memory, WIS measures perception and insight. So this would probably be a character who follows their gut/heart/instincts. Probably good at knowing if a person is trustworthy. Might have a common saying like, "I may forget a lot of things, but I never forget a face."
Characters that I think might fit this description are Scooby-doo and River (from Star vs the forces of evil).
Someone with low Int and high Wis can be 'street smart', can be 'old soul wise', can be 'emotionally smart', without being 'clever'. For the opposite, think of Matt Smith's Doctor Who (or even more, Capaldi's Doctor). Very clever, not that great at reading people, often impulsive. Tennant's Doctor is a much higher Wis Doctor.
For low Int + high Wis, consider maybe:
Mal from Firefly. Good at reading people, world-wise (knows 'how the game is played'), has leaned some tricks, but sometimes doesn't think things through terribly well or immediately understand why things went wrong.
The stock character 'street kid'. Knows how to stay out of trouble, knows what neighborhoods to avoid, how to sweet-talk the cops when she needs to, but dropped out of school and never did all that well there anyway.
The stock 'helpful grandmother' character--Spiderman's Aunt May. Drops one-liners of significant meaning, learned from a long life of being observant. But can't program a DVR.
The stock 'old weathered cowboy'--Curly from City Slickers. Spent a lot of time out under the stars pondering life in a very informal way. Has come to a lot of answers that haven't been tested by debate and argument, but 'have served him well'.
