Let's say I'm starting a new campaign (because I am) -- call it, "Campaign Bob".
Is there a way for me, as DM, to set all the Character Builder choices (such as standard array, milestone levelling, rolled HP, encumbrance on, coins have weight, etc) for Campaign Bob, so that the players can click some sort of 'Make a new character via these options' button?
Or do I have to give my players a list of all the options we're using, and hope they enter them correctly, and then double-check everyone's character sheets to make sure they did?
I don't believe there is a way to do this within the campaign manager. You could put that information in the DM Public Notes field as one possible way of passing that information to your players.

Much that once was is lost. Objects in Mirror Image are closer than they appear.

I think this is planned, but currently each character has to be set individually.
