it's more for world consistency, in a high magical world, how would you maintain a vital permanent TCircle from enemy nations or anarchists if they can be dispelled by a single cast.
The players probably wouldn't but the permanent TCircle is only an exemple. I also like my NPCs to use the same rules as my PCs or at least as close to it as possibe.
So we could replace the TCircle with an Evil Mages raising a permanent Mighty Fortress, I wouldn't want my players to simply cast Dispel Magic and POOF!
Ialso don't want to shut them down by saying, no you can't cuz I say so. Finding a way to dispel the fortress might be a cool adventure in it's own right.

Mighty Fortress can't be dispelled because the effects of Instantaneous spells can't be dispelled. Instantaneous spells generally create something that in of themselves aren't magical. The fortress is actually a mundane building manipulated by the spell, although the 'staff' are magical.
A permanent teleportation circle could be dispelled, but like I mentioned, trivially protected. Inscribe a circle of the ground, place a sheet of lead over it, you're good to go. Incoming creatures appear on top of the sheet of lead (because if a circle is obstructed, the creatures appear within the nearest unoccupied space), it can't be dispelled because it's totally obscured, and also can't be scryed upon or remotely viewed due to being under a sheet of lead (which generally blocks magical sight).
For extra security, put Anti-Magic Field in a Glyph of Warding set to a keyword. In emergency you can drop AMF on the circle, locking it down until you can disable it permanently.
If you want to really secure your circle, you build it above an oubliette in a room that can be flooded. When the circle isn't cleared for use (say cleared by sending a message via Sending to an approved operator, maybe with a codeword), the chamber remains flooded. This means the only unoccupied space is the oubliette underneath, trapping unauthorised interlopers. Use murky water and the circle will be protected from dispelling and nicely secured.

I got it. Glyph of warding, load them up with counterspell and/or some other deterrent spells of your choice that trigger when dispel magic is cast.
