I don't know the lore behind that Yu-Gi-Oh card, but its effect to reduce an enemie's attack and bolster itself with it would probably fit the scheming nature of Green Dragons. They are known to be manipulative, so I could see one of them sowing distrust amongst his enemies and starting rebellions in hostile armies / lands to gain an advantage.
As for the "Dark" type: there is a Shadow Dragon template for dragons that got twisted and turned by the Shadowfell, so maybe an Adult Green Shadowdragon would work?
well, let's consider the following: Dark Rebellion XYZ is technically summoned from another dimension (even compared to the regular Monster World that Yu-gi-oh monsters are summoned from). This can translate into from another Plane fairly easily. As Naresea suggested, a Shadow Dragon can be made into a base statblock for Rebel.
Since its power is material based, and halves damage from one target... Well, this is DnD. Perhaps Rebel has used the new rules of magic in the DnD world to be able to cast its power at will rather than sacking materials. Once per turn, Dark Rebellion XYZ Dragon can target one creature it can see, and it gains resistance to all damage dealt by that target and it has advantage on all saving throws that target makes it try and take?
This is just a spitball idea while I'm hyped on caffeine.

There is already a spell that would fit this description: Absorb Elements from Xanathar's Guide.
You could just replace the Shadow Dragon's "Living Shadow" trait with the spell slots of maybe a 12th level wizard and give it this spell and some others that would fit (maybe some illusions like Phantasmal Killer and Major Image? Polymorph so it can temporarily become a human?)

Excellent point and idea!

Hi guys
I have been trying to translate the Yu-Gi-Oh dragon "Dark Rebellion XYZ Dragon" into a D&D dragon.
Do any of you who are familiar with Yu-Gi-Oh and D&D have any tips for pulling this off?
Also chromatic or metalic?
Cheers
