Purchasing a subrace will allow you to use the parent race as well. This is intentional, otherwise the purchased subrace wouldn't work.
Then why is the parent race for sale separately? Mordenkainan's Gith, Volo's Aasimar, and eberron's shifter are all parent races for sale separate from their subraces.
