Does having an assigned character in a campaign count against the six character limit of a free account?
Yes, if you claim a character in a campaign, it is now your character and counts towards your character limit.

Here is the checklist for if it counts against your character limit:
Its just I wanted to set one up for a friend in the same campaign I am in, but they are already at their limit of 6 characters
When they claim it, its added to their characters.You could technically, create the character and just give them a share link but I'm assuming they wouldn't have edit/tracking abilities.
