Here's a quick summary of what I'm doing (any advice or tips on improving what I'm trying to accomplish is welcome, and thank you):
I have Fantasy Grounds which I'm able to share with my players but I also use D&D Beyond to assist with character creation and basically character sheet management. My players create their characters here and I then convert them into my Fantasy Grounds.
My subscription level on D&D Beyond is Master Tier.
I have purchased the full PHB and DM Guide. Over the years I've added a variety of things to include various race and class bundles.
As such, my players have access to a wide assortment of choices in building their characters. However, in some situations I want to limit that access. For example, maybe I want to start a new campaign but don't want my players to be able to use "background bundle from Tomb of Annihilation." Is there a way to single out and restrict those small bundles I've added over the years? If so, how?
As far as I know, there currently is no option to limit content sharing on DDB. It's either you share all unlocked content or you share none. If you don't want your players to pick some option, just tell them to not pick it.
At your campaign-page, there is a blue button that says "Content Management". If you push it, you can choose which books you want to share. However the players may still be able to access the content. I haven't checked this during character creation, but my players can access and add all the magical weapons from the campaign we're playing (although I'm not sharing it).
Supposedly, there as of now is no alternative to restrain content sharing on DDB. It is possible that you share all opened substance or you share none. In the event that you don't need your players to pick some choice, simply instruct them to not pick it.

I'm thinking you can only block the adventures, not content as you said.
