Aah I was reading it wrong. I thought the grammar was, "IF you have the spells on your spell list: so on and so on" instead of "you can cast them if they're on your spell list"
On the flip side, you can cast Scorching Ray from the [Tooltip Not Found] as a Monk or any other class that does not have spellcasting as a feature.
Sidenote: That stinks that you found a magic item you can’t use. If you haven’t already, I would suggest talking with your DM about selling it or perhaps trading it for an equal value item the next time you're in a large town.
This is one of the reasons that, as a DM, I’m an advocate of either handpicking magic items to give to players or creating custom tables for each character that only have items they can actually use. The only time I would hand out a magic item a player couldn’t use is if the item served a purpose within the campaign.
The problem with the Staff of Defense is that the Starter Set came out before final standardization of magic items occurred in the DMG. The items in LMOP are thus a bit strangely written (e.g., if I recall correctly the LMOP Gauntlets of Ogre Power do not require attunement). Unfortunately, the Spider Staff and Staff of Defense were not included in the DMG so we don't have correct versions to go by. However, given that all spell staves in the DMG require attunement not just by a spellcaster but by a particular spellcasting class, I wouldn't expect to be able to use it with a Monk. If anything, you benefit in this situation, because you can still use it as a magic quarterstaff with +1AC - that's already a pretty dandy monk weapon. And it looks cool, to boot!

If the item doesn't say that you need to be a spellcaster, you don't need to be a spellcaster.

Read the item, it says you make the ranged spell attack with a +5, no spellcasting modifier needed. Just d20 + 5
