I've been thinking about getting Xanathar's guide for a while now, and I was about to bite the bullet but it appears that the swashbuckler subclass is not in the section where you can buy them separately. Additionally, it says in the description of the book that there are 31 subclasses, but the section to buy the separately only says 27. Is this just because you have to purchase the whole book to get certain items or is it a bug?

Generally the place to buy the subclasses are the book they originated in, which is true for the Swashbuckler. It was first introduced in the Sword Coast Adventurers Guide. :)
I think it would be really helpful if when creating a character all the subclasses are listed but the ones you have not paid for have a line saying which book they are available in and possibly some of the flavour text so you know if it suits your character.
