Wizards of the Coast doesn't produce PDFs of their published books, and neither does D&D Beyond. However, if you want to access your books offline, you can download the D&D Beyond compendium app for apple or android. This will let you save and read the books offline on your device.
The app is nice, but yeah, you will have to get online to download your purchased copy of the book the first time, then after that you won’t need to have an internet connection.

Looks like I just pissed off $30 bucks for nothing. Not the first time, & probably won't be the last. At least I can read it when I go to town.

True, not to mention it takes the same amount of effort to download the book to your app as it would downloading a pdf to your phone.
