All the content owned by everyone in the campaign, both players and DM, gets shared. The campaign owner can choose to block access to specific pieces of content if they want, but in principle everything gets shared.

Does the DM have to be the one with the Master Tier, or can it be a player?
anyone in the campaign can have master tier and it will work

So I know DM's can share content but can the other players that are in a campaign share content too?

I can confirm this, as recently our DM's subscription lapsed and I (as a player) shared, so now the gang has access to a bunch of stuff again.
