(Guessing Savra wins the tie, had to roll a 1 for initiative... lol.)
She grips her rapier as she steps forward, then casts Dissonant Whispers < br /> DC 15 Wis save, for half and not having to move away, or take 8 and move away their full speed.
If they fail the save she says... "Guess he's scared of me already, and I didn't do anything big yet..." She would shrug and move away from the direction the warrior ran, so as to make them move and have to dash, if they wish to get into melee with her.
If they make the save, she would be frustrated, and prepare to be attacked.
This post has potentially manipulated dice roll results.
WIS Save: 16
The blue half-dragon's face is wracked with pain and the towering warrior backs away. Once he's regained his composure, he begins running towards Savra once more. Savra sees him pause briefly, a flicker of lightning in his mouth, before deciding to continue running.
"If I'm to defeat you, I'll do it with my blade. But don't dare pull any more trickery, elf."
"Here I thought you at least had honor." Savra informs the half-dragon with an amused chuckle. "You expect me to match blade for blade with you, yet it is clear that I stand no chance if I do so." She shakes her head. "I think not. I will fight this battle using what I am strongest at, you may do the same." She lifts a hand, casting another spell...
"Bow and surrender to me, then take your troops and leave here. On your way out of town order your followers to leave one item of treasure in each house they pass."
Savra dodges the first strike, then uses cutting words to decrease the damage done by the second by 5 (Not hte best use of bardic dice, but oh well...)
"It seems my only real option." Savra says as she winces from the blow she has just taken. "Now, Surrendor to me then take your troops back to your camp and, as you leave have your lackies place one treasure in each house you pass on your way from town." She speaks the words as she recasts her latest spell, knowing htis is likely her best chance to win this fight...
Suggestion (Last 2nd-level spell slot...) DC 15 Wis save.
The spell simply states you can make a condition that they do along the way. The example given was to give a knight's warhorse to the first beggar they meet. The spell did not suggest there was any reason needed for doing that, as the knight would not likely wish to give their prized mount away either, so I assumed it was just part of the whole of the spell. I don't think the half-dragon needs a reason to do so, he is magicaly compeled to do so. I doubt if he would force the issue, just give the command. His underlings are just as likely to not do so as to follow that command, so up to you there.
For actually leaving. Gin assumes they have completed most of what they came for, otherwise why allow this low-leveled half-dragon to have this contest. It seems a waste of time, and not something the higher-ups in the cult would care for. Even if that is not the case, it is a logical option for the half-dragon, to return to camp after the raid was completed, so it seems like the most likely option that would sit well enough with the half-dragon to get him out of the village's hair in the here and now.
(I believe the spell magically compels the target to do something, yes, but they do it for some faint, ridiculous reason. For example, the knight gives it away from the warhorse maybe because they suddenly felt generous, and that's how they would explain it to others after the action. It's more for roleplaying reasons, as that's what makes the spell a "suggestion" rather than a full-out dominate person.
The reason looks good! The half-dragon would "suddenly realize" that fighting Savra is a waste of time and proves nothing.

Savra holds her position, waiting to make sure the half dragon is truly leaving. Then she moves inside the keep with the others. "Hope you don't have any other needs of me today." Savra says to the leader of the village. "I just used all of my spells there and am spent." She takes a seat, utterly exhausted from the night's work.
The mayor nods and orders his men to create some space for Savra, preventing her from being swarmed by appreciative townsfolk.
Savra is led to the keep basement, where a makeshift hospital has been set up. There's a cot set aside for Savra, a finally an atmosphere of peace and quiet.
In light of the coming morning, Savra is finally given a chance to recover from the trials of the night.
Savra can take a long rest.

Savra settles in, able to sleep deeply through having spent many a night in much worse situations than this. In the morning she wakes and goes to see the village leader. Her plan is to seek out the camp of the cultists, but she wishes to see about speaking with the town leader first, to see if there is anything they know, or have for her first.

(Savra will be able to go first since she has the higher dexterity modifier. I guess there was no need for a roll after all.)

The half-dragon's eyes dilate as the suggestion takes hold. He slowly lowers his greatsword and turns to his kobold minions.
"This fight is a waste of time! The leaders are expecting us. We should be going now."
He motions, and the kobolds release the remaining prisoners before leaving.
The defenders of the keep raise the gate as the crowd of onlookers to the fight cheer.
"Savra, the hero of Greenest!"
