Grappled wouldn't be a problem, restrained is however... (And he can't help but curse his grapples do not impose the same condition!) Still, Raqisat sees no reason not to stay on the offensive... He attacks with disadvantage.

It moved away from me so I should have saved spending the die to Riposte and just taken Opportunity Attack BUT Raq wouldn't have known it was going to move away so keeping the Riposte use. Second Attack would need be Radiant Whip as well due to creature now being out of Scimitar range. That is fine just needs new Damage roll which is... 7... Bonus Action Attack wouldn't happen at all since you need use a second weapon in the other hand. Having used Whip for both attacks the scimitar in the other hand does not have range.
All that said... If free then Raqisat moves back to the center of the stairs and readies himself for what's still coming... If creature still alive and thus not free, he is where he is.))

Though it 'moved' it didn't really move away or out of your melee reach. It has 10' reach and your whip has 10' reach. It grappled you from 10' away then moved, pulling you, maintaining a distance of 10'. So it never leaves your reach and there is never an AOO.
But none of that happens.]
At the first miss, Raqisat lashes out again with his whip, knocking the creatures off the stairs where it falls to the ground, limp.
[Aubrey, can you clarify? You are dropping the current Hunger of Hadar and casting another? Where exactly? Line of sight lets you target the doorways of the stairwell.]

Seeing that Aubrey's spell appears to be deterring any of these creatures from traversing the western staircase, Grugga reinforces the eastern staircase. He stands side-by-side with Raqisat and then releases Zap - zap spins to Grugga side and prepares to deflect any incoming attacks from its creator. Meanwhile, Grugga is prepared to cast shield.
The young noble maintains his focus on keeping open the dark portal at the western stairs while standing ready to blast any aberrations that come down the eastern stairs.

Aubrey, Cosetteand Leelanall unload upon the unlucky aberration, obliterating it before it can do more than poke its head out of the opening. [Aubrey's attack was enough to kill it outright, so we don't need rolls from Leelanor Cosette.]
Aubreyalso receives a message from above:
"Still more are coming down the main stair, but due a pileup blocking the way, some have split off toward the side stairs as well..."
The party is up, but once again there are no enemies in sight....

[I assumed deploying Zap required an action, but it doesn't actually say so. In fact the rules don't mention deploying it at all. I think the rules just assume the steel defender is always at your side. In that case it would be punishing you for adding flavor to spend any action or bonus action to 'deploy it.' In that case, if you like Grugga could have dashed instead of just walked, and he and Zap could be beside Raqisat on the stairs rather than where they appear on the map.]

"Retreat it is," Raqisat snarls. Not that he disagrees with the idea but agreement doesn't mean he has to like it. He backs down the stairs and starts moving towards the entrance, looking behind himself just enough to not trip and to make sure everyone else is behind him.
