Wow, so... Not the greatest format for laying down a foundation for a setting. I'm going to sum up what I understand, and ask a couple questions, please let me know.
There was the old church, and a period of world unity. That empire began crumbling in places, then fell to infighting, then the church fell apart. Unrest everywhere lead to shifting political boundaries and not one, but two different events where a concerted effort was made to destroy historical records. A group of sorcerers summon an archfiend and people everywhere were marked, being affected with magic by its presence. Everyone goes to war over it. A new church arrives. More war.
The plate breaks. Peace happens. Then war again.
None of this has context or identity to add any meaning to any of this. What's the world like? Is this eberron-esque with lightning rails and magic everywhere? Are cities full of towering buildings of nobility with advanced magi-tek or is this more like typical European medieval fantasy?
What's the plate/shards?
Total metropolitan world? Tieflings and bugbears rubbing shoulders with dwarves and elves?
Is this a moral-good campaign or a "just making my way in a crazy world" sort of campaign? It doesn't have to be set, but I'm asking in case you had something in mind.

To answer the questions as best I can:
More accurately, a new religion doesn't arrive, but a structure for an already existing minor religion. The world was definitely not completely in peace; the HoAM kind of did what The Lord Ruler did in Mistborn, where they basically made themself immortal and oppressed everyone, but oppressed a few less than most.
The world is around the 1650s or so, with some things, like transport, which is instant but costs a couple dozen arms and legs (again, oppressing everyone, just oppressing some less than others). There are very basic Firearms, but they are clunky enough that they are not common weapons like they were in the 1600s, where Plate was still being improved with Firearms already existing.,
The Plate is based loosely on the Type Plates from Pokemon, where if you hold one, your power improves. The shards all help with one of the damage types and also gives you political sway. For example, the Sliced Shard would make you deal extra Slashing Damage when you attack with a weapon that does slashing Damage.
There is definitely a lot less hatred between races than normal, but sapient creatures are still horrible so there will always be a bit of interracial hatred.
Lastly, it is kind of a mix of trying to make your way through a world that just literally shattered, though as I have previously stated, this campaign can go where the players want so they could reconstruct the evil oppressive empire that still has allies in the less oppressed group.

I understand if you're leaving things flexible for player stories, but can you give us a general idea of what's going on in this world at present? Who are the top three movers and shakers along with their motivations and fears kind of deal? *King so and so rules the kingdom with an ambition to conquer his neighbor which borders the ocean and to take their shard. Problems with rebels in the kingdom prevent him from acting. The people are divided as rebels gain more and more support.* That sort of thing

They regularly engage with and have knowledge of many planes of existence, reality, and nature. Gifted with natural powers from 'The First of All, Iluvatar', they are 'Children of Iluvatar' tasked with protecting the gates between realities and balance thereof. They live in harmony with and often semi-authoritative stewardship of Nature and Elements, and hold somewhat modest lifestyles generally, while engaging or interfering with persons or events that seek to upset the balance.

Additional Character Creation Rules: (Magic Initiate & his element is fire.)
Backstory: Newt has always been big, even by Firbolg standards. He grew up on a farm, taught to sow the land and reap its benefits in kind. However, he wasn't cut out for a peaceful life, as the truth was he really enjoyed fighting. He would constantly pick fights with travelers at the local tavern, or with the other youths of his village. Finally, his conduct reached a point where he was told to leave and never return. That was close to 70 years ago. Now that he's older, his hotheaded days are behind him. He's seen the world, and tries to foster peace wherever he can. However, he's also not afraid to fight to protect those that can't protect themselves, and nothing will break his normally relaxed demeanor faster than the sight of an innocent being harmed.
His standard demeanor is very zen. He will try to de-escalate situations if possible, and likes to offer advice to those around him so they don't make the same mistakes he did.
Background: Hermit
Question regarding magic items in the setting: One important part of this character build is gaining access to an Eldritch Claw Tattoo. Is that a possibility?

Yes. This is a High Magic Level World (it would be on its own considering that the entire population is magic to some degree and has easy access to said magic). Getting Magic items should not be a problem, and there is a Market Square in the 'Starting' Town that likely has several options to get magic items.

Backstory: Leonyor was raised on a ship. He guesses that he's seen more of this land than most folks. His parents were his captain and first-mate until a recent mutiny forced them to sacrifice themselves so that he could escape. Before shoving him overboard, Leonyor's mother pressed her sword into his hand. He made it to shore several days later, the only thing keeping him sane during those days adrift was the constant encouragement coming from the blade. It promised great things for him if he would only live. It assured him that those that would seek to force their will upon the weak would tremble at his feet. So far, it's been a pretty good plan.
I will leave this open until at least Sunday Evening, maybe Monday.

Ability Scores: Point Buy
Backstory: Caidi grew up under the tutelage of the Church of Arun, and she was always drawn to the deity, Ceron. With that knowledge and draw, she grew into her own as a druid. Once she became of age, she went out on her own as she had no strong ties to the village she grew up in and honestly did not like how the church dictated more than what she felt should be. She took to the forest and thrived.
Eventually, she found herself near the city of Town of Squares. She had heard of the plague that wiped so many out almost 50 years ago and decided to see how the city has overcome those challenges and makes her way to the Mage Square...
