Kamikaze it is since everyone is in a nice, clumped formation. It will be 11 damage for a successful save. Saved damage is usally rounded down, but I may have done 12 to some of the lizardmen. Oh well, it's half their hp anyway.

Haven't looked in a bit, but wasn't it half on fail, nothing on succeess? Regardless, I can picture her shifting over and using a lizardman as a shield (hence the full damage from them)

When you are subjected to an effect that allows you to make a Dexterity saving throw to take only half damage, you instead take no damage if you succeed on the saving throw, and only half damage if you fail.
Confusing, but i'm thinking it's half of the half damage on a fail.
Evelyn slides down the rope with practiced ease, she takes in the situation before her, before drawing her bow. She slides around to where she can get the best aim without attacking her allies. Her grasp tightens on her bow and she says in deep, guttural voice, slipping back into her natural language.
"Spilt. Sever. Rend." And releases the arrow as magic takes hold of the weapon. The one arrow she shot is swiftly followed by several thousand more that appear from thin air.
Evelyn casts Conjure Barrage trying to get as many lizardfolk as she can in a 60 foot cone without hitting her allies.

But, as DM, it's your call.
Might be a semantic issue, but I read as such: If you are given a chance of a DEX save for half damage on a success, the success instead results in no damage. On a failed save, you take half damage (as though you succeeded with this feature).

This post has potentially manipulated dice roll results.
Via random rolls, the following are hit (I'm assuming you are pointing/aiming either away from allies or in between them):
1 shaman, 2 snakes, 2 lizardmen
Shaman3: 19
Snake1: 19, Snake3: 8
Lizardman1: 9, Lizardman3: 1
Constrictor Snake2 lunges at Evelyn, trying to trap her in a deadly bind: 10 for 17, Need a STR or DEX save, DC 16 vs. Being grappled. Retrained on failed save.
Whoops! The snake misses its lunge horribly and instead contricts Shaman2. It's master quickly tells it to let go.

(Taking a tactical metagame here, sorry)
Rex's blade cleaves through the two badly-injured shaman. As they fall, two of the constrictors blink out of sight, the magic binding them killed with the casters.
The only lizardman lucky enough to still be near Solomon's Rope Trick and uninjured decides this fight is quickly taking a bad turn. He turns to flee, leaving his shaman, leader, and comrades to gain time for him to alert reinforcements. (He moves 30' back the way they came from. After its next turn, it will be out of sight if not killed or pursued.)
The lizardman leader pulls a horn from his hip and blows a droning tone momentarily before blindly stabbing at the nearest hostile noise. Spear Attack at Rex: 14 for 8 damage, Spear Attack at Crispy: 17 for 6 damage.

Yeah, I dropped down. I never really liked portals.
OOC: Up to you, Barlow, I feel like Solomon would’ve tried to angle it to not hit himself, but if you need a save: 17

Do I take 11 or 12 damage?

Go Go Cripy footwork! 12
Due to Evasion, I take quarter if I fail, half damage if I pass.
I fail, so I cast a withering look at Red.
Solomon looks like he just made a big mistake as he looks on Crispy. “Heh, at least I didn’t hit you in the back of the head.”
OOC: Also, I’m pretty sure that Evasion let’s you dodge all the damage on a successful save instead of taking only a quarter

That's true. IF you make the save, which I did not, so I take quarter. I reworded my post, I don't think I wrote that clearly.
