((How many in Mard's group vs the mayoral loyalists? Are they all jumbled up, or in enough of a standoff that say a 10ft radius would be able to get multiple loyalists without hitting any of Mard's?))

Guards from both sides (4 loyal to the mayor, and 4 loyal to Mard plus Mard) are all jumbled together. There's really no way to target one group without hitting the other with an area of affect spell. Then there's three more presumably loyal to the mayor heading towards Jan and Ethel.
Avaria continues around the council house and sees no one. She catches a whiff of the mayor on the wind, but there's no sign of him, or of the guard leader who may have been the mayor in disguise. To Avaria's nose, the scent is faint enough to give her confidence there's no one invisible lurking about. It's more like someone was here but now they're not.
Ethel purses her lips. She looks at Jan. "What can we still accomplish here?" she says in a whisper that is almost a hiss. "This is about to become a small skirmish. Unless we plan on overpowering all of these guards and then picking through this complex stone by stone, I'm not sure we can capture the Mayor."

Marrin manages to see one of the guards in the melee wince at her pointed barb. The trio of fresh guards hesitate a step in their approach to Jan and Ethel, deciding that perhaps those two aren't the ones that need immediate attention. The one by herself at the back of the manor house looks far more in need of their attention and they instead veer to engage Avaria.
"You, drop your weapons and come with us," one of the guards shouts at Avaria.
The trio are able to reach Avaria and form a semi-circle in front of her, it appears they are on edge and have held their actions to see if she complies (Avaria, being an instinctive fighter can sense the tensed muscles and readied weapons around her).
The other group of guards hacks away at each other.
Avaria stares at the trio, still frustrated with losing the mayor swishes her tail in agitation. "No, I am not coming with you and I'm not dropping my weapon." She sighs, "I will however leave quietly if I must."
The three guards don't appear to relax even the slightest, but they do quickly share a glance and without an obvious leader present, they do not back at Avaria and give her space to head back around the manor house and towards the gate.
Jan and Ethel are about 30' from the melee (to the west - the melee scrum is about halfway between the manor house and the main gates). Marrin is closer (about 20' south of the scrum - about 35' from the manor house and from the main gate). Avaria's on the other side of the manor house, so about 40' to come around the side to see what's going on.
(Seems even at the moment. Some blood and overly emotive grunts but no one seems too hurt at the moment. If there were more of them it might be hard to pick out a specific target, but no special rules at this point)
This post has potentially manipulated dice roll results.
Jan, lacking a view on the Mayor, growls her frustration as she debates, grasping at the empty sheath where she lost one of her daggers before extending a hand and sending a crackling blast of energy at one of the mayoral loyalists.
Attack: 18 Damage: 6 force damage and 2 bludgeoning

The energy crackles and snaps as it races into the group of fighting guards, only to somehow manage to avoid all of them, dissipating with a fizzle into the ground.

Will let Marrin act then the guards get to go.
"This is a right mess... if they'd just stuck to the plan, we could be questioning a guard in a tent up at the Lintoll!", Jan hisses back.
"You don't want any of this, turn around and go back inside.", she says to the approaching trio of guards.
