What conditions would cause you to spend your ki points?

I think from the spell description it only effects creatures in its AoE when the spell is cast. After that it is rugged terrain. Advantage for attacks made against Creatures entangled by the spell. Since he only has a minute to work, Pagan is going to thin the herd. :)>>)

Correct. It’s just difficult terrain for those not entangled.
Pagan rushes to attack Hobgoblin 2 (the unentangled and uninjured one at the top of the map). Hobgoblin 2 seems so impersonal tho... let's name him Lucky. Since i don't think Pagan can quite get to Lucky he will ready his attack on the assumption that Lucky will close some of the distance. Could be that Lucky decides to run away... in which case we will rename him Smarty.
On the topic of Ki- I will try to use my abilities when appropriate and will let you know at the time. (For example I know i could have expended a Ki point to Dash but I will hold on for now.)
