When you make a high jump, you leap into the air a number of feet equal to 3 + your Strength modifier if you move at least 10 feet on foot immediately before the jump. When you make a standing high jump, you can jump only half that distance. Either way, each foot you clear on the jump costs a foot of movement. In some circumstances, your GM might allow you to make a Strength (Athletics) check to jump higher than you normally can.
You can extend your arms half your height above yourself during the jump. Thus, you can reach above you a distance equal to the height of the jump plus 1½ times your height.
Because I didn't have anyone do specifics for their height and weight, I'll assume Toxic is roughly 6 feet, meaning he can add 3 feet with his arms. The high jump is 3 + strength modifier (1), which means you can jump 4 feet into the air, adding 6 feet for height, then 3 feet for your arms going up, so yes, Toxic can actually punch the bag.
I intended to make it to where no one could touch the bags without the aid of another, but as I've already said 10+ feet, I won't retcon anything.
So, yes Toxic is able to punch the bag, tearing it from the rope.

After that I'll spend the rest of my movement making sure all bags are in the wagon and begin to push it. With my powerful build I can push 1200lb myself. Here is an athletics check to push the wagon. 18
Oh. If my weight is not enough to pull of the bag, ill use my second attack while hanging from the bag to punch it loose. Hitting the bag: 23 adding bless 5

Stonetree, there are actually 2 bags left, but they are too far apart for you to get both of them in the same grapple action. You do however grab the 2nd bag for IKLIDA and you can take Toxic's bag and place both into the wheelbarrow. That however, is your action, so you cannot attempt to pull the wheelbarrow just yet.
Stolas is the only one left in the initiative order for round 2. There is one bag left for VELUTHE and no bags in the wheelbarrow.

Niver will head back and help Stripes by reaching out for her. "You got this!" Niver will then use his movement to move toward the puzzle.
