Definitely. There's more than plenty of rope to accomplish this and the pulley is not complicated at all. You communicate this to Catherine and she shouts, "HEADS UP!", dropping the remaining 95ft or so over the edge.
Now you're clear pull the lift back to the top. Lucas and Catherine will still be able to do the lowering.

The gear can be arranged on the lift so it doesn't fall. Is anyone going to be going down with the gear? Or are those on the cliff staying where they are?

(I would say that 4th time's a charm, but maybe Catherine should roll this time)
"Catherine, grab the rope! I'm losing my grip again."
Catherine grits her teeth and squeezes the rope as hard as she can.

Her knuckles turn white as the lift comes to a jarring halt.
When she adjusts her feet for a better footing, she gives the signal to continue lowering Happy.
After a few minutes the lift reaches the ground, and ready to be hoisted up for the next person.

My belief is that we set up the ropes such that Arlo could do the lifting from the bottom. Can he do it with Catherine’s help?

"Let's get this over with" Lucas shouts. "We should lower the rest of our gear and make our way out of the mountain."
"Then let’s get to it." says Sieghart. He begins helping move the gear on the lift so that they can leave this accursed place.

Lucas adjusts the lift and loads the cart again with more of their supplies. He hops on and asks Catherine and Sieghart to lower him down next.
Sieghart begins lowering the lift with Catherine's help. Hopefully, with Arlo down at the bottom, it would run a bit smoother.
