Crown of the Ocean is the artifact, its not important untill later.
I was able to add it another way. It is in my homebrew collection now. Not sure why I wasn't able to find it on my homebrew search. I can only see it if I click on your link and then I am able to add it. Weird.
also non-artificer eberron content, like for instance the new dragonmark subraces, are they allowed? (i wont play any of them, already made my choice, i am just curious)

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes
I did pick up the feat war caster thinking it would give advantage on Azure Lore checks. It doesn't say it right out, but an Azure Lore check is essentially a concentration check, and War Caster gives advantage on those.
If you rule that war caster doesn't help with azure lore then I will drop war caster and pick up a different feat instead.

(Its time to begin the adventure) In the Six Lands of Shimmeria lies The SaltBreeze Kingdom, a place of wonder... and salty seas. The Annual Great Carriage Race is only a week away, yet issues with the kings suspected murder, and a dark source threatening to destroy the racers. Four Travelers from faraway lands arrive at the Eiffel Tavern in the capital city, Prism Town. A man wearing a hood that covers his face walks up to Balthazar and says "hey, you alright"
Balthazar had been feeling a little tired as he traveled the long road with his companions but didn't think he had sunk to such depths! "I am quite alright my good man, to what do you aim your remarks! Do I look sickly?" Balthazar pulls himself up to his full 3 feet 10 inches and looks the man in the eye (as best he can) and says "What is your name my man. We have traveled a long distance today but we are not unaware of the problems that seem to be haunting your great kingdom. I would frankly ask you, Are you alright? How are you handling the dark source that threatens this Town and Kingdom? What is known concerning your King? Are we able to live in peace here are does chaos reign? Speak up my good man, my name is Balthazar Tabiloth and I have come to put down any that work against justice and light!"
I'm Aera, and that dark source comes out rarely to wreck havoc on the cities, I thank you for coming, I was just on my way to Day View across the way, I hear they can have rare finds, would you like to come?"
Balthazar, a Gnome of great renown, turns to his companions and with outstretched arms says "We seem to have a path for us to begin on. I know we are all anxious to find a resting place for the night but I believe we have time to follow this good man to Day View across the way and I would assume there are accommodations in the Day View direction just as there might be anywhere else abouts, am I right friend Aera?" Balthazar turns back to Aera with a slight bow and questioning look still holding his hand out wide but pointing them slight upward for the question.
A man in a blue travelling cloak looks up as Balthazar addresses him.
"Yes, I believe a trip to a bazaar would do quite nicely Balthazar. If I am to be successful in my studies I need to find any writings this community has on their local beasts and creatures. From folklore to treastises. It sounds like Day View would be an ideal place to start such a search."
"It is nice to make your acquaintanceAera. My name is Tanith Al'Fandir. I am a student of the natural and unnatural worlds. Tell me, what is the nature of manifestation of this dark source? Does it appear ephemeral or solid? Does it take on the form of a man or beast?"
Peircing hazel eyes peer at the man in the hood, looking for and drawing in any information that is to be had. Tanith's hand reaches into his pack and removes a small note book bound in a deep navy blue leather. He appears ready to open it and begin scribbling notes at a moments notice.

"I have something you'd be interested in young scholar" he pulls off his hood revealing him to be an aarakocra. Day View is a small shop with five items on a table: an efretti bottle, a bag of holding, a portable hole, a shovel, and a set of common clothes. A man (the shopkeeper) says in a french accent "Welcome, feel free to look around ze store"
Balthazar follows with interest. He enters the shop with Tanith and wonders at the items on the table. "My my is this what I think it is?" He picks up the bag of holding and examines it closely. "And ... he stammers back ... An efreeti bottle ... I've heard of such things but ...". He says this quietly but with great intensity. He is clearly amazed at the items on the table. He puts the bag of holding back and looks more closely at the other things. He turns to the shop keeper. "Are you selling these things? This efreeti bottle, if that is what it is, is priceless you know!"
The Shopkeeper says "Ah yes, ze only place in ze kingdom., as well as our zree other locations is ze only place you can find zese rare items on sheves. Ah, you found my little treasure, zat Efretti Bottle comes very cheap here, only 90SG. I sell ze possessed ones cheaper. Zese items are only available for today, our stock changes every day!"(Salt Gems replace Gold Pieces)
"Such wonderful items. I have heard amazing things about objects like this," indicating the black velvety pile of cloth on the table. "Sadly my stipend only just covered my basic supplies and arriving here. I have no funds to spare and nothing to offer in trade...unless..." Tanith looks up and down the way they came, a small smile playing on his lips. "If you would be interested in trade of a service, I could gift you with the power of invisibility...say, for one hour."

Here is the draft of the Blue Mage.
