Is there any precedence of Blood Magic in Dragonlance? If so, by whom? I think if so it will be most likely by the black robes and maybe by some of the red robes.
Blood magic isn't really a thing in D&D in general, especially not 5E (there was the blood mage prestige class in 3E, but that's largely it).
There's occasional reference to evil clerics or mages doing some sort of unholy ritual that might require a virgin's blood or something similar, but there's no rules for that sort of thing.

Blood Magic has a lot of variations depending on the author or the community. In some stories Blood Magic can be associated with tapping blood for power, or the ability to control blood, or the use of blood as a component. And that is only a few ideas I have witnessed. Personally I enjoyed the Avatar show that introduced Blood Bending, that really got me thinking outside of the box.
Is the Blood Magic you reference involve wizards who use their hit points to cast spells? Or are you looking for more information on Hemomancy which is Homebrew from D&D Unleashed? Either way, it isn't normal canon in D&D so you will have to introduce it Homebrew style.
