I'm running multiple genie villains in my various games. Upon death, are they like devils and demons where the reform in their native plane where they can return at their own will?
I’ve never seen anything that puts it one way or the other, so I’d say it’s up to you. That could be a cool way to set up a recurring villain though, so do what best fits your idea for the campaign.

"...The war manages to escape the bounds of the lower planes and spill out into the material plane. Mortal cultists worshiping Demon Lords and Devil Princes act as agents for their patrons, frequently performing assassinations, procuring powerful artifacts, or enacting dark rituals to curry favor. Any secret uncovered may lead to the winning edge that will allow one side to finally topple the other.
A demon killed in Avernus will dissipate and reform back in the Abyss fully restored. Likewise, any devils who die in the Abyss will awaken to find themselves once again amongst the ranks of their fellow soldiers. Since most of the fighting takes place in Nine Hell's first layer, Avernus, it may seem like a bad deal for the devils, but in fact, they prefer it.
Devils are cunning tacticians, and they know if they pushed too hard into the Abyss, it would become too hard to maintain supplies and the proper influx of forces. A devil killed in the Abyss may return, but their powerful weapons and armor will be left behind. Plus, devils are always seeking out souls to corrupt. As long as there is life, the devils can ensure a steady supply of new troops."

Death
"A devil that died on Baator was truly dead. When a devil died outside of Baator, it changed, over three to nine minutes, into some slimy substance that was mildly poisonous but not lethally so—if somebody came up with the idea to eat it. On Baator, the killed devil came back, fully recovered and in the form it was killed in; however, it took them ninety-nine years until they took their old form. Quite often, especially when the devil in question was of low rank, demotion awaited the slain devil.
Devils had eternal life and youth. A devil that did not look healthy was either under some curse or supernatural disease or was somehow cut off from a sufficient supply of divine energy.
One way to kill them was to somehow cause them to suffocate, since devils still needed oxygen—albeit in very small amounts—to live.
