so two nobles one grung and one bullywug have begun scheming to cause a war so they may seize their kingdoms throne and convert their nations fundamental framework to that of the opposite
so any idea on how to improve this idea

I would toss in some lizard people as a tertiary yet opportunistic group, opting to play for both sides and all the while making their own moves for domination. An oldie, but a goodie!
