The wizard in my campaign is about to get Polymorph as a spell and intends to combine this with portent to have creatures fail their saving throw, turning them into harmless low CR creatures. This means a level seven wizard could take out a Young Black Dragon (CR7) - at least for an hour.
While I'm happy with this in combat against multiple opponents, especially as he'll have to make concentration saving throws when he takes damage, it is less okay when the party is confronted by individual bad guys who are there to intimidate, toy with and further entice the party to continue on their adventures.
The only way I can see to work around this is to deplete his resources before having one of the BBEG encounters, have the bad guys appear as illusions or communicate telepathically or give them Immutable Form. I have multiple bad guys, playing the characters off against each other, so giving them all Immutable Form just seems spiteful.
Do any other DM's have any ways to mitigate the Portent/ Polymorph combo?
Note that polymorph only lasts until you kill it. And portent only works if you roll low enough. But if you want your taunting villain to never fall victim to such a spell, I suggest either giving the villain one legendary resistance or counterspell and fourth level spell slots.
