you read the title. the their capstone is the ability to attune to any item they d*mn well please, so I got to thinking, what about sentient magic items, specifically the moonblade, Wich can only be attuned to by a worthy elf or half elf in a temple of elvish gods. could an orc theif in a bar attune to it anyway?

Yes with Use Magic Device you ignore all class, race, and level requirements on the use of magic items.
So for example a neutral good Thief of any race could attune to a Moonblade even if not of the intended race but this sentient item could still reject you, especially if it regards you as craven, erratic, corrupt, or at odds with preserving and protecting elvenkind.
For other sentient magic item with less requirements, the Thief would even more easily use it.

The feature does what it says: "You ignore all class, race, and level requirements". Thus, the requirement of "elf or half-elf" can be ignored, but the requirements of "worthy" and "in a temple of elvish gods" cannot.
