There are a lot of players out there who would love to hear Vecna / Kas lore before playing EoR. Vecna is well known in the multiverse and is one of those creatures talked about in whispered tones around the camp fire late at night. Some of their lore would be player knowledge in my game but I also think the info is safe from being abused by metagamers. I think knowing the history between Kas and Vecna helps to explain their motivation and animosity toward each other. It enhances the story. They will also get an ear full about it soon in the adventure by the Wizards Three anyway.
Is it OK to read Vecna's History, then Kas and Vecna, but stop before Kas's Plan, in the Vecna Eve of Ruin Campaign.
I ask because a player may want a quick history lesson. Advice???? Yes or No??
Ask your DM. If I were the DM, I would ask that you don't read up on anything beforehand and allow me to reveal the information along the way. But other DMs are going to think it is perfectly fine for you to take a peek at established lore.

It can be a great way of story telling to do lore drops. You're going through the campaign and every now and again, you'll get a tidbit that develops the story of Kas and Vecna. By the time you get to the finale, you've pieced together the story of these two characters, why they're interacting the way they are. If the DM is willing to put the effort in, this is a great way to add depth to the campaign and is an opportunity that rarely comes up - players generally either know the historic background to the campaign already, or it's pretty minor.
On the other hand, the DM may not want to put the effort in, and having a briefed group of players allows the DM to focus on the current story and not divert time and effort into informing the players of things they could read for themselves. In that case, allowing the players to read it would be better.
In short, it's up to the DM. They can make the call as appropriate to their plans.

As a DM that is running this, I would personally say no but I think the advice of asking the DM running for you is sound advice.
Personally, I have found it interesting to drop the information bit by bit to my players. But, then again, each DM is different as noted above.
The real question is whether the Head of Vecna gets discussed.
