Exactly what it says on the tin. Was the Volo's Guide to Monsters Adventurer's League Reference removed from the DM's Guild? I can't find the document for the life of me and I want to find the AL restrictions for playing Volo's races. are they still relevant? did WotC redact them? can someone direct me to a source that works, or to some other relevant and helpful info?

P.S. I already searched for links on the internet, courtesy of other people who linked to the DM's guild. Every link I go to keeps telling me that the title can't be found. I searched the DMG database to no success. if you find it in these sources and ifthis problem only affects me, please let me know so I can take appropriate action. thank you.

I'm not sure what you are looking for. Volo's is a valid +1 for AL play so you can choose any playable race from Volo's for AL as long as you specify Volo's as your +1.
From ALPG v9.2
"Step 1: Choose a Race and Class Forgotten Realms characters can choose race and class options from the Player’s Handbook and one other resource—a rule called “PHB+1.” Additional resources include the following products: • Elemental Evil Player’s Companion (EEPC) • Sword Coast Adventurer’s Guide (SCAG) • Volo’s Guide to Monsters (VGM) • Xanathar’s Guide to Everything (XGE)1 • Mordenkainen’s Tome of Foes (ToF)2 • Locathah Rising (LR)"
This restricts your class and other choices to PHB only so you can't play a yuan-ti hexblade in AL for example.
However, for season 9, there are two exceptions. You can play an Aasimar or tiefling without having to choose either Volo's or SCAG as your +1 for this specific choice of race. You can also acquire wings at level 5 if you give up some of the standard racial features. It ties into the season 9 theme.
"Plane-Touched Wings If you wish to create an aasimar or tiefling, that character gains the benefit associated with their race, below. Neither benefit is contingent upon selecting the referenced resource as their +1. Aasimar. You can choose aasimar (Volo’s Guide to Monsters) as your character’s race. Additionally, at 5th level, you can permanently replace the Light Bearer trait and racial trait they gain at 3rd level to sprout feathered wings—gaining a fly speed of 30 ft while not wearing heavy armor. Tiefling. At 5th level, you can permanently replace their Infernal Legacy trait with the Winged tiefling variant trait (Sword Coast Adventurer’s Guide)."
However, without knowing what information you are specifically looking for it is difficult to answer your question. All playable Volo's races are AL legal as long as you take Volos as your +1 source.
If you are talking about the Volo restrictions involving your backstory and faction, then they have been removed. That is probably why you cannot find the old guide.
