I just want to double check something but am having trouble finding the answer, but my character is now tier 3 in adventure league and someone said i can just grab a +2 weapon and add it to my gear. can i get any blue weapon or just weapons with a +2 on them, and are there any other choices for tier 3 items i can choose?
I see nothing about tier 3 and getting any magic weapons.
At 5th you can pick one. Also if you have enough renown and downtime it looks like you can get items from factions.
that faction guide is no longer a valid AL resource - there's no longer any measurable benefit for factions. And the rules the OP is hearing are also no longer valid - they're rules from legacy seasons.
You do not get a +2 weapon for free. After 5th level there are no free choices for items. Previous seasons have had different rules but I don't recall any that allowed you to pick +2 weapons or higher level magical rewards for free.
The only way to find anything better than +1 weapons is to play an adventure where you can find such a weapon. That said, there are A LOT of modules where you could find +2 and sometimes better weapons. You just need your DM to run it.
The current rules allow every character to choose one item from a specific list at level 5 (these are mostly +1 weapons/armor/spellcasting focus). Older characters that are already higher than level 5 can still pick one. Characters who were previously in a faction and had faction items can keep them but factions do not provide anything except a roleplaying benefit these days.
You can also trade items with other AL players ... cost is currently 5 downtime days per trade for each character involved and items are traded by rarity (e.g. rare traded for rare, uncommon for uncommon etc - you can't trade gold). So if you have a rare from an adventure that you don't need or want and someone else has a +2 weapon, you can log the trade and exchange the items. There are several online places on Discord for example that facilitate trades.
doubt it...they're service awards for DM's and event runners, not just players...if the OP was one of those he probably wouldn't be quoting 'someone' or asking in the first place.

The players can get service rewards but only if the game is "streamed" as HeathSmith said. However, "streamed" has a very loose definition and sharing the game via video on a private discord server still counts as streaming even if no one else is watching. Only one player or DM in the game needs to "stream" it and every player present will earn rewards. If you play an AL game online and someone presses the "stream" or "share screen" button on discord (and everyone agrees it is ok) then all the players can collect service awards.
Using those service awards it is actually possible to pick up pretty much any reward that is presently available in an existing hardcover or AL legal module available on DMs Guild. You just need to properly log the streaming hours and cite the source of the item when claiming the service award.
However, you do NOT get any of these awards unless actually fulfilling the requirements for the service awards - which for most players requires the game to be streamed.
