DDAL Forgotten Realms player guide says the following about Downtime:
"You can sell and buy equipment and spell components using the rules in the Player’s Handbook."
Having acquired a little bit of wealth up to level 4, I want to update my starting equipment. Specifically, I want to sell 5 gems worth 10 GP each, my short bow, hooded lantern, and 1 dagger; and then buy a long bow, a crystal arcane focus, a whip, and a woodcarver's kit. I am proficient with all these things.
Should I be able to do this?
At the prior session, my DM disallowed buying a common 10-foot pole, and had to be sweet-talked into letting me buy a blanket (that does not come standard in a rogue's pack).
If I can't buy an arcane focus, then I will not be able to cast some of my new Arcane Trickster spells...

Spell scrollsand potionscan be purchased for prices listed under Appendix A: SharedCampaigns inXanathar’s Guide to Everythingin addition toany component costs. •Equipment and consumable items can be lent to othercharacters during play but must return at the end ofthe session (unless it’s been consumed or lost). •Permanent magic items can be traded (see below). Uniquemagic items may not be traded.Trading permanent magic items with other characters in theForgotten Realms campaign is on a one-for-one basis ofequivalent rarity. Certificates (if present) must also betraded or destroyed."
Just remember that items (like equipment - not currency equivalents like gems/jewelry etc) sell for half the value listed in the PHB. Buying costs are the values listed in the PHB.

Yes. You can purchase anything from the PHB.
