Every few weeks I start another intro to D&D mini campaigns using the AL Ruleset and just noticed that the Faction Lore information has been removed, but the link I've been using is now redirecting me to the notable figures lore instead. I've used the link within the last few weeks and it was working then.
Factions only played a role in a small number of adventures and required players to have setting specific knowledge before creating their character. For these reasons, I can understand WotC phasing it out.
No one on this site has any inside knowledge with the AL rules team, so consider asking in the official d&d discord: https://discord.gg/dnd

I'm not sure I agree with factions only pertaining to a small number of adventures. Nearly everything I Run or Play is AL content. I believe a majority of the 143 official WOTC published adventures and a majority of the Hardcover Adventures reference Factions (NPCs, Objectives and locations). Additionally, there are hundreds more published (WOTC approved) adventures that also reference Factions.

🤷 Almost never came up while I played. There was usually only 1 (or less) person at the table at any given time that was using it though.
A lot of AL has variables along the adventure affected by Factions and their agents, but this is mostly restricted to official modules in Seasons 1 to 7. From Dragon Heist forward, the modules mostly lack any Faction effects (which is a shame, I'd hoped they'd use the Patron rules for the Factions).

A quick search of Google doesn't indicate a new or revised location for the information.

I located a page in the Dndbeyond.com resources that contain the faction info: https://www.dndbeyond.com/sources/basic-rules/appendix-c-the-five-factions
