I'm working on a character to play in Eberron's Oracle of War AL Campaign. I'm looking for a officialish type answer on if the Order Domain from Ravnica is legal given that it is a source from a source book. Please let me know what people think. Thank you for your time.
From the Player's Guide Version 1.2
STEP 1: CHOOSE A RACE AND CLASS Oracle of War characters can choose race and class options from the Player’s Handbook, Xanathar’s Guide to Everything, and the Eberron: Rising from the Last War campaign sourcebook only (unless you possess campaign documentation providing additional options).
STEP 3: DESCRIBE YOUR CHARACTER Deities. Your character can choose any deity listed in the Eberron: Rising from the Last War campaign sourcebook. Clerics must worship a single, specific deity or an Eberron-specific pantheon, but aren’t limited to the Domains recommended for their deity/pantheon. Other characters are not required to have a deity.

Quick answer is no. Ravnica is not AL legal in any AL campaign.
The longer answer is that the Forgotten Realms AL campaign allows certain source books and the Eberron campaign allows other ones which Heathsmith has listed, neither of which include Ravnica. Those are the only sources valid for character creation in an AL Eberron campaign.

P.S. This applies even if the Eberron source book cross references another source. If the referenced source is not AL legal you can't choose content from it.
