"Your character can join any faction they meet the requirements for" ...imo, the trick to making your own would be DM buy-in otherwise there'd be absolutely no difference between your own faction and any other that the DM/module doesn't pay attention to...and if that's the case, not much point other than for flavor's sake. Kinda like declaring what color boots you have on.
