Hello! If I make a tiefling with plane-touched wings (the one that get permanent wings), can you fly in heavy armor? I ask as I saw that on the aasimar with plane touched wings it is stated that you cannot fly in heavy armor, but on the tiefling with plane-touched wings it does not say anything about it.
It took a little seaching but Tieflings can not fly in heavy armor.
1) PG says to use the winged tiefling variant in SCAG -
"Tiefling. At 5th level, you can permanently replace their Infernal Legacy trait with the Winged tiefling variant trait (Sword Coast Adventurer’s Guide)."
2) The original printing of SCAG does not mention heavy armor however there is official errata (not sage advice) that is part of the AL rule set that specifically prohibits flight in heavy armor.
Tiefling Variants (p. 118). In the “Winged” subsection, the second sentence now reads, “You have a flying speed of 30 feet while you aren’t wearing heavy armor.”
So, the answer is that winged Tieflings have the same constraints as Aasimar and can not fly while wearing heavy armor.
What about if the heavy armor is made of Mithral? Since it is light and doesn't have a strength requirement would that be the lone exception?
Mithral armor isn't inherently lighter than other materials, and heavy armor is no exception. The armor doesn't count as a category lighter, and you still can't fly in it.

I kind of expected that, but I could not find the rule myself.

The intent is more about wing mobility rather than weight I think. In plate you do not have the wing space to properly fly is the way I interpret it.
