Apologies if this has been answered elsewhere, but when encounters are "adjustable" in DDAL adventures from "normal" through "strong" to "very strong", are those adjustments intended to be cumulative?
Example:
Strong: Replace a cultist with a cult fanatic
Very Strong: Replace the weakened spined devil with spined devil
If a "very strong" party engages this encounter, it is clear that the full-fledged spined devil would be there .... but would the cult fanatic be there as well?
I think the adjustments are not cumulative. Also, keep in mind that these are suggestions from the author. If you are running it for a group the goal is a fun and challenging adventure, so if you need to make it more or less challenging than the suggestions, you can do that. This is especially true when you consider the wide range of player skill, character optimization and magic items available. The ratings are based only on number of characters and APL and don't take other factors into account.
Found one source. DDEX02-01 City of Danger. (Season 2 first module) page 3. Under Average Party strength. "Each sidebar may or may not offer suggestions for certain party strengths. IF a particulear recommendation is not offered for your group, you don't have to make adjustments."
