So the question is the same the title. I am new to Adventure League but have gotten a few magic items through games and service rewards and am wanting to upgrade some of my items to make up for my dump stat, but I don't know how to do the trade. Can anyone help?
You need to find someone with the item you are looking for who is interested in what you have to offer. You can only trade for similar rarity so uncommon for uncommon, rare for rare etc. Both people then need to log the trade on their character sheet and spend 5 downtime days for making the trade (I think it is 5 downtime in the most recent Season 11+ PG but you might need to check).
As for where to trade, your best bet is to find one of the online AL communities, many of which are on Discord and have channels specifically for trading. You post what you want to trade and what you are looking for and hopefully someone will reply interested in the trade.
You should be able to find some of the AL Discord servers by trying google searches.

.. most of these have an AL trades channel.
I think there may also be an AL facebook group for trades.
