Hi. I completely understand that eventually everything from 2014 will be replaced for DDAL.
My question is that, since I thought nothing was going to be simply banned, why is the 2014 half-Elf as good as banned, since the replacement printed in the latest Eberron book is NOT allowed in FR DDAL games...?

Where are you getting that half-elf is "shadow-banned"? 2014 half-elf and khoravar are different game options and not synonymous, and half-elf is still a valid option for AL:
On or after the release of the 2024 Player’s Handbook, you are welcome to rebuild your existing characters, swapping out any player options you’d like to use with the new rules. Just keep the grace period above in mind. If any player options have not been updated in the 2024 Player’s Handbook (i.e., subclasses, species, etc.), you should continue using the most recently published version of that option.

Back in the day there were half-elves and half-orcs and half all sorts of stuff. And the "half" was always assumed to mean "human". But at some point enough people realized that that may be considered unfairly restrictive. If humans can mix with other species, why can't other species mix with other species? But that added entire logarithms of complexity to the system, because every half-character was suddenly a brand new thing that needed its own custom stat block. Suddenly we needed to be able to differentiate a half forest gnome half tallfellow halfling from a half rock gnome half stout halfling.
And if you're playing in your home game with your friends and a paper character sheet, that's fine. Mix it up to your heart's content. But Organized Play, in order to keep everything balanced and above board, needs to be a bit more... well... Organized. And again, this is just a guess. Don't @ me.

You will have to ask this question on the discord site. But around 23 24 it was decided that half-x race was not inclusive.

Yes, the half-breeds are banned. You can use either of them and flavour as half, or use customise origin.
This is just a guess, but...
