Looking to make a Conquest Paladin and looking for ways to maximize / Invoke fear. To bad I cannot use Menacing (Skill as Feat from UA).
Thinking Fallen Assimir / Paladin of Conquest but their shroud is once per long rest. "until the end of your next turn. This lasts for 1 minute or until you end it as a bonus action." Does this mean I spend my action to use shroud then on my next turn they are feared till End of my turn or for '1 minute"?
You seem to have combined two different elements of the Necrotic Shroud. The Frightened condition they suffer lasts until the end of you next turn. The bonus necrotic damage you deal lasts for the 1 minute (10 rounds) of your transformation.
"The instant you transform, other creatures within 10 feet of you that can see you must each succeed on a Charisma saving throw (DC 8 + your proficiency bonus + your Charisma modifier) or become frightened of you until the end of your next turn."
This effect is entirely separate from the damage bonus you receive which lasts for 1 minute.
"Your transformation lasts for 1 minute or until you end it as a bonus action. During it, once on each of your turns, you can deal extra necrotic damage to one target when you deal damage to it with an attack or a spell. The extra necrotic damage equals your level."
The 7th level feature for Oath of Conquest Paladin does that. it is called Aura of Conquest and while a creature is frightened of you while within the aura its movement speed is 0 and it takes psychic damage equal to half of you Paladin level whenever its turn starts in the aura.
The Fallen Aasimar ability can cause fear within 10' on a failed save. It lasts until the end of your next turn. It costs an action. Long rest.
Fey Warlock. Fey presence - 10' cube originating from you - fear is one of the options, last until the end of your next turn. It costs an action. Short rest.
Cause Fear Spell - 1st level - single target - warlock or wizard - repeat saving throw at the end of each of its turns. Costs an action to cast.
Two levels of fey warlock would get you Fey Presence and access to the cause fear spell along with agonizing blast for ranged damage. Not sure if it is worthwhile slowing your progression as a paladin since Conquest paladin gets the fear spell at 9th level.
Overall, it is a difficult strategy to optimize on your own since there are a limited number of ways to cause an opponent to be frightened and most take your action so you will lose out on attacks when you try to fear them. Fallen Aasimar ability is 1/Long rest so you won't use it much. On the other hand, if you are working with a character with the fear spell it can be very effective for them to fear the opponents and you and the rest of the melee characters to attack them since the ones near you won't be able to run away. The big issue is that trying to do it yourself means you don't get to take the attack action.

I am looking to make enemies afraid so my character's aura will give them 0 movement instead of having them run away.
