Probably not the right question, but I had to start somewhere.
I would like to have a magic item, that isn't cursed, per se, but can't be activated by the PCs. I'm trying to design an item my BBEG would plant by (somehow) putting it in the path of the PCs. This magic item would be attuned to the BBEG such that when the BBEG uttered its command word it does its thing.
I don't want the PCs to know what it does, just that it's magical.
Can a magic item resist attunement? Can it deceive the PCs?
While the InquisitiveCoder is technically correct, which is the best kind of correct, he was incomplete. Normal magic items cannot resist being attuned to any creature that meets its prerequisites; if a creature does not meet its prerequisites the creature cannot attune to the magic item. So if you want to introduce a mysterious magic item that is not on the power scale of sentient item you could just design that has a attunement prerequisite of being the BBEG.

Normal magic items don't get a say in who attunes to them. Sounds like you want a sentient magic item.
