I want to figure out how to give a villain the highest ac possible using magic items and class features. tell me any class features that increase ac and work with armor.
You're looking at this from the view of a classed player, monsters/creatures are created differently.
If you go through the DMG you can find the tables to create monsters, using those tables you can create a monster/creature with a massive AC score (the table reaches an AC of 19 for a CR 30 creature but you can go as high as you see fit). You can then augment the AC using the items, spells, traits, etc. to go even higher.
Traits such as: Fiendish Blessing give it a bonus to AC based on Charisma, Parry gives a bonus to AC if the creature is wielding a melee weapon, or If you want it to be unarmored you could use Psychic Defense trait (Wisdom mod to AC).
You have your various spells which may help with AC and all the magical items out there.
BBEGs aren't characters, they're creatures, don't try to build them like one, it'll actually make things more complicated.
