Ive had an idea that an NPC in my campaign will be hiding the fact that she's a dragon, and as I was researching what kind of dragon i would make her I stumbled upon the Faerie Dragon and I really like it. The problem is she's supposed to be quite strong, stronger than the adventurers, at least at the beginning. I'm wondering if it would be odd for me to make her a high LVL sorcerer while in humanoid form and change the Faerie Dragon stat block to be much stronger when the time comes to reveal her true form. I'm imagining she will likely be about a 14th lvl character, so she's strong but will also allow the adventurers to eventually surpass her.
I can always just choose a different dragon but I kind of liked the idea of her looking like a teenager but way more mature and powerful than she would look. And even more adorable if the party figures out she must be a dragon and then when she takes her normal form to be an adorable little cat dragon.
If you ask me, there's three ways to get most of what you want:
1. Homebrew a Faerie Dragon that's especially powerful and have that be the original form of the NPC,
2. Have the original form being some other dragon (like a Silver or Copper), or
3. Have your dragon NPC originally be a humanoid spellcaster who found some way to turn into a dragon permanently (this would probably require either divine magic or a combination of Wish+True Polymorth).

Sorcerer would make most sense for a spell caster as
1. Sorcerer’s powers come from within them
2. One of the sorcerer’s power source in the manual is Dragonblood.
I think it’s a cool idea and hope it works out for you.

I think in the older versions in the lore there are some archfey with the form of a faerie dragon. like this one:
