Hello, I want to create magic items from a previous edition.
Collar of the Wild Bond Wondrous item, Uncommon (requires attunement)
This leather collar is studded with small dragonshards attuned to the Mark of Handling. Each collar of the wild bond has an associated key—a small dragonshard embedded in a metal disk. A character with the dominate beast ability of the Mark of Handling can use the disk to dominate the creature that is wearing the collar. This does not require the character to expend the power of his mark, and the duration lasts for as long as the target creature continues to wear the collar and remains in range. The maximum range of the effect is 100 feet + 10 feet per character level.
Uncommon because dominate beast is 4th level. In DGM, it's Uncommon for the spell level.
To craft this item, the creator must have the Mark of Handling and the dominate beast spell.
Is it possible to craft this item with dragonshard as explained in Eberron-Rising from the Last War ?
Magic item ingredient with a CR 4-8. An equivalent with a dragonshard ?

Where are you getting the rarity value from? A single-use 4th level spell scroll is listed as Rare, so a permanent 4th level effect should probably be Rare ~ Very Rare.
While it would probably be used to dominate something more common, a free dominated T-Rex, or lesser flying beast, would be an extremely powerful boon.
For comparison the Master's Amulet is a Rare magic item with a CR 7 creature attached.

I'm assuming you mean the Dungeon Master's Guide (DMG)? I'm not certain what the "DGM" is. I was hoping you would cite a specific page/table, rather than repeat yourself.
