Unfortunately, we still can’t add Actions to Magic Items yet. They’re working on it it’s on the list. (They kinda have to add that to fix some of the official magic items.) But it could come tomorrow or it could take 2 years and there’s no way for us to know until they announce that they’ve already done the thing. Unless someone notices before they announce it, ‘cause that happens sometimes. 🤷♂️
You can add a custom action directly to the character sheet however.
Well... that explains why I couldn't figure out how to do it. I'm getting to the point where my home brew-fu isn't bad, but I thought I was just missing something.

I'm working on a homebrew magic item (ring) that grants 1d6 damage + CHA bonus necrotic damage to all attacks that hit.
Is there a way to do this so the +damage roll shows up on the Actions Tab on the character sheet?
