I am planning a campaign using several Demon Lords. Several are available like Baphomet and Yeenoghu, but Malcanthet the Succubis queen is not. I have made a Homebrew version of her, but I'm unsure whether publishing her would violate the terms and conditions. (I suspect she is copyright of WotC?)

If the monster has a copyright of any kind, yes, it is not allowed to be published.
How would I determine if it has any copyright? I can't find any information regarding that on the Forgotten Realms Wiki.
The easiest rule to work with is:
Did you create this?
If not, then it belongs to someone else - please don't publish it on D&D Beyond on their behalf.
There are cases where people may have permission from the original creator, either specifically or generally speaking.

And remember that you can still make it as long as you don't try to publish it.
