So, in a homebrew I make a reference to Sildëyuir, which is a location in the Forgotten Realms universe. Is that violation of the Homebrew rules? I couldn't really tell from the Terms&Conditions stuff... I'll paste here the text (the rest of the stuff is entirely homebrew, apart from the word Feywild which i think does not create problems)
"Twilight elves live in the realm of Sildëyuir, at the center of the Feywild. The plane was created millennia before, and has been expanding ever since, until it reached its present size. They have lived mostly in secret until the Long Night, when they showed up to rescue people and help transport them into the Floating City of Eldar. They worship the goddess Artemis (goddess of the hunt and the moon), and an elite among them are chosen to be her Huntresses. They have extremely pale skin, and silver, white or lavender hair. Their eyes tend to be silver, golden, grey or soft tints of lavender and violet."

I am no mod, but I believe that doesn't constitute rules or copyright infringement, as you are only using the name, not giving specific information on the place itself that could otherwise only be found in a published supplement, nor you are using any mechanic specifically outside the Basic Rules.

That looks ok to me, though we encourage submissions to not be campaign-world specific. Given how much 5th edition is based upon the Forgotten Realms though, my personal view is that anything including FR lore is ok.
There are a LOT of homebrew submitted every day and the moderator team manually review and reject/approve all of them. Some of that is down to the opinion of the moderator that is reviewing that individual homebrew. When we're not sure, we tend discuss.
The homebrew rules & guidelines are being reviewed currently between the moderator team and staff, along with the submission screen - with a goal of reducing the number of submissions that are instantly rejected, as well as providing better guidance to users.
