If you are creating an item from scratch you can add a modifier that gives the bonus. Create the base item with name, description, etc that is required on the first page and hit create item. When it opens, go down to modifiers and open that. The top option asks for modifier type, select bonus, then under modifier subtype, select spell attack.
You can scroll down from there to choose which value type you want used. In your case, I believe a fixed value would do the job.
