The character I want to create I saw under the homebrew section but when I start to create a new character I can't select it how can I take the information provided in homebrew to apply and create my new character?
to add public homebrew, you need to have a Hero subscription or Master subscription.
With either subscription, you then use the "add to collection" button on the public homebrew that you want to use and it will then be available within the character builder.
Make sure that when you're creating your character that you have the "Allow homebrew" slider set to allow homebrew, on the first page of the character builder.
