This is meant to be like Mordekain's and Tasha's kinda mixed (Or just the MM + the DMG + the PHB themed around this plane)
Chapter 1, Beyond Planes:
The Shifting Wane Domain of Chaos Beyond the Outer Planes
The Shifting Wane is not a true world, but a churning storm of unstable reality. Beyond the reach of the Outer Planes, it pulses with arcane entropy. Terrain flickers in and out like smoke, barely stable enough to support life. Obsidian-eyed flora shimmer silently, and whispering woods murmur forgotten names. The bruised violet sky crackles with filaments of living magic, flickering like silent lightning. Distance bends and loops—one step forward may send you back, altered or doubled.
Rivers of silver liquid spiral up cliffs and into the air, humming strange tunes that hint at prophecy or erase memory. Islands of stability drift through the chaos, bound to the whims of sleeping god-minds. Wildlife here is a blur of echo, plant, and beast—ever-shifting forms shaped by chaotic arcana.
Geographic consistency is fiction. Biomes vanish and reappear like a dreaming god’s afterthought. Glass-bone trees emit mood-altering spores. Floating continents drift in nonsense orbits, lined with levitating moss and sentient coral. Chasms radiate light. Lakes reflect speculative futures. Maps are useless—today’s glade might be tomorrow’s crystal inferno.
Creatures survive by adapting to the Wane’s chaos. Evolution bends to magic. Predators phase through planes; prey split into mirror selves. Magic saturates biology—grazers grow anti-scrying crystal skin, and fungal bugs share psychic minds. Even mundane animals can trigger spell effects: fear spawns darkness, birdsong reverses gravity. In the Wane, magic isn’t a tool—it’s the apex predator.
Rules of the Wane: Arcane Distortion Magic here is volatile, semi-sentient, and dangerous.
Unstable Casting. When casting a 1st-level or higher spell, roll a d20. On a 1–3, the spell misfires—its effect or target is altered.
Arcane Feedback. On a spell attack roll of 1, or if a creature saves against your spell by 10+, take force damage equal to twice the spell’s level.
Spell Echo. On a natural 20 when casting, roll a d6. On a 6, the spell duplicates instantly.
Wild Arcana Surge. The first spell cast each day triggers a roll on the Wane Surge Table.
Magical Terrain Reaction. Spells cast within 30 ft. of arcane terrain may trigger a magical event (e.g., time loops, gravity shift).
Rules of the Wane: Reality is a Fluid Concept The world denies stability—adapt or unravel.
Gravity Flux. Once per long rest, the DM may declare a gravity shift for 1 hour (e.g., sideways or upward).
Rotating Safe Zones. At dawn, roll a d6. On a 1, rest offers no relief. DC 15 Con save or gain a level of exhaustion.
Time Fracture. Upon entering a new area, roll a d10. On a 1–2, 1 hour for you equals 8 outside—or vice versa.
Memory Tangle. After long rest, DC 14 Wis save or forget a key detail from the prior day.
Wane Affliction. After 7 days in the Wane, DC 15 Cha save or gain Echo Taint (visions, magical bleed, side effects).

Non-magical metal within 30 ft. melts into quicksilver over 1 minute.

You and five nearby creatures gain Feather Fall.

Your skin turns translucent. Disadvantage on Stealth for 10 minutes.

Detect Magic triggers on you; overwhelming for 1 minute.
21–30
You age 1d20 years forward or backward.
31–40
You and one random creature within 30 ft. swap places.
41–50
Your voice echoes omnidirectionally. Cannot whisper for 1 minute.
51–60
Healing spells on you restore double HP to the target for 1 hour.
61–65
Echo orb mimics your voice for 1 hour. Harmless.
66–70
Skip your turn; act twice on the next.
71–75
Dispel all magical effects in a 10-ft. radius.
76–80
You levitate uncontrollably for 1 minute.
81–85
You speak in reverse for 1 minute. Verbal spells need DC 13 Arcana check.
86–90
Roll again next turn. Both effects occur.
91–95
10-ft. aura of ambient music and floating feathers for 1 hour.
96–99
Cast Mirror Image. Illusions shimmer and glitch.
100
Paradox: Roll twice more. If either would kill you, it fails harmlessly. Immune to Wane Surges for 24 hours.
Beyond The Outer Planes. The ____'s mind cannot be read, spells under #th level cannot damage or effect it unless it wishes to be effected, and it is immune to all attacks from non-magical weapons.
Elemental type monsters feel like a good option along with aberrations. Also with were it is, I don't think that there should even be monsters below CR 11 not to mention CR 7.
Also beyond the veil lays things that no one should be messing with period so there should be at least one CR 30 back there somewhere.
